Trooper Report

The Alaska State Troopers reported the following incidents. Any charges reported are merely accusations and the defendants are presumed innocent unless and until proven guilty.

Driving While License Suspended

GIRDWOOD—September 30 at approximately 12:31 p.m., Troopers stopped a 1996 Ford Explorer for a moving violation near mile 94 Seward Highway. The driver was identified as Hugh T. Allen, age 30 of Anchorage. An investigation revealed Allen had a suspended Alaska OL for failure to maintain Insurance. Allen was issued a Minor Offense citation for the moving violation and a Misdemeanor Citation for DWLS and released on scene.

Marijuana Possession, Driving Without a Driver’s License

SEWARD HWY MILE 60—October 2 at about 11 p.m., Troopers conducted a traffic stop at Mile 60 of the Seward Highway on a 1991 Volvo passenger car for following too close and having a headlight out. The driver of the vehicle was identified as Robert J. Mincher, 18, of Anchorage. During the contact investigation revealed Mincher did not have a driver’s license and he was in possession of marijuana. Mincher was issued a misdemeanor citation for NVOL and Misconduct Involving a Controlled Substance in the 6th Degree and released on his own recognizance.

Marijuana Possession

SEWARD HWY MILE 98—October 4 at around 10 a.m., Troopers stopped a black Toyota pickup for a moving violation near mile 98 of the Seward Highway. The driver was identified as Gates Kesler, age 27 of Girdwood. An investigation revealed Kesler possessed small amount of marijuana. Kesler was issued a Misdemeanor Citation for Misconduct Involving a Controlled Substance 6th and a Minor Offense Citation for the moving violation and released.

Motor Vehicle Collision

SEWARD HWY MILE 95.5—October 8 at around 10:56 a.m., Troopers with the Bureau of Highway Patrol from Girdwood responded to a report of a motor vehicle collision involving two vehicles near mile 95.5 of the Seward Highway in the safety corridor. An investigation revealed Michael R. Johnson, age 31 of Anchorage, was driving a green 2011 Subaru station wagon traveling southbound on the Seward Highway. Johnson pulled into the pullout near mile 95.5 of the Seward Highway and parked. Yinong Wang, age 25 of Rhode Island, was driving a maroon 2011 Subaru station wagon and attempted to slow down and turn into the pullout at mile 95.5 but instead hit the gas pedal, sideswiped the parked Subaru and then collided with the rock barrier. Johnson and his passengers just took off their seatbelts while the car was parked. Wang and her passenger reported wearing their seatbelts. All parties reported having no injuries. Johnson’s Subaru sustained minor damage. Wang’s Subaru sustained extensive damage mainly caused by the rock barrier. Wang was cited for failure to exercise due care to avoid a collision.

Driving While License Suspended

SEWARD HWY MILE 58—October 8 about 6:42 p.m., Troopers stopped a vehicle near mile 58 of the Seward Highway for a moving violation. The operator was identified as Brian Kelso, age 40 of Anchorage. Kelso was found to be operating the vehicle with a suspended license and was issued a misdemeanor citation for DWLS. Kelso and the vehicle were released to a licensed passenger.

Marijuana Possession

COOPER LANDING—October 9 at around 4 p.m., a Trooper stopped a vehicle near mile 43 of the Sterling Highway for a traffic violation. The driver and sole occupant of the vehicle, Jeffrey Pindras, age 20 of Kenai, was issued a misdemeanor citation to appear in the District Court at Seward for Misconduct Involving a Controlled Substance in the Sixth degree after investigation revealed that he was illegally in possession of marijuana.

Motor Vehicle Collision

INDIAN—October 9 at about 2:52 p.m., Troopers from Girdwood responded to a report of a motor vehicle collision involving two vehicles near mile 108 of the Seward Highway in the safety corridor. An investigation revealed Pauline M. Ruddy, age 41 of Anchorage, was driving a gold 2005 Subaru station wagon traveling southbound on the Seward Highway. Ruddy was stopped with her turn signal activated waiting to turn left into a pullout and was rear ended by a white 2011 Chevrolet truck operated by Brianna L. Burley, age 21 of Wasilla. Both drivers and all passengers reported wearing their seatbelts and were evaluated by paramedics and released at the scene. Both vehicles sustain extensive damage. Burley was cited for failure to exercise due care to avoid a collision.

Driving While License Revoked

COOPER LANDING—October 9 at about 3:32 p.m., a Trooper stopped a vehicle near mile 44 of the Sterling Highway for a traffic violation. The driver of the vehicle, Daniel Lusk, age 36 of Kenai, was issued a misdemeanor citation to appear in the District Court at Seward for driving with a revoked license.

Driving While License Revoked, Warrant Arrest

INDIAN—October 13 around 7 p.m., Troopers stopped a vehicle near mile 108 of the Seward Highway for a moving violation. The operator was identified as Christopher Fields, age 30, of Anchorage. Fields was found to be operating the vehicle with a revoked license and was issued a misdemeanor citation for DWLR. Further investigation revealed Fields had a $500 warrant for his arrest. The warrant was for failure to satisfy a judgment on the original charge of DUI. Fields was arrested and remanded at the Anchorage Jail. He was held a $500 bail.

DUI

INDIAN—October 13 around 4:30 p.m., Troopers stopped a vehicle near mile 108 of the Seward Highway for a moving violation. The operator was identified as Cristian Castro-Cordova, age 20 of Anchorage. Castro-Cordova was found to be operating the vehicle under the influence of alcohol and was arrested for DUI. Castro-Cordova was remanded at Anchorage Jail and held on a $250 bail.

Warrant Arrest

PORTAGE—October 16 at about 6 p.m., Troopers contacted Gafa Fosi, age 27 of Anchorage, near mile 80 of the Seward Highway. A records check revealed Fosi had an outstanding warrant for his arrest for Failure to Appear on the original charge of Driving While License Suspended. Fosi was placed under arrest and transported to the Anchorage Jail. Bail was set at $500.
